Three main entities oversee the care and use of animals in research, testing, and education in the United States. Each monitors the use of different species, may follow separate guidelines, and differ in their enforcement abilities. Although many people who are concerned about animals may have little faith in the system that oversees the conduct of animal research and testing, it is vital that we understand the system if we are to change and improve it.
